We have at least 10 Bulgarian pilots ready for space flights who were tested in Russia, said Prof. Boris Bonev, president of the Space Agency, at the Council of Ministers yesterday. To him, Bulgaria again has the chance to take part in space flights.

Bulgarian Government Survives No-confidence Votes.

The Bulgarian government survived two parliamentary no-confidence votes called by opposition parties. The ruling coalition of Prime Minister Simeon Saxe-Coburg, which has sound majority in the 240-strong parliament, defeated the two motions with 134 votes and 132 votes, respectively, while 100 and 98 opposition deputies backed them. Bulgaria's opposition centre-right Union of Democratic Forces and Socialist parties had accused the government of betrayal and violating the constitution. "Bulgaria will keep on being an energy leader in the region not only with Kozloduy but with (a second nuclear power plant in) Belene as well," he told parliament after the two votes.

The government's pet - Tobacco Capital Partners - have officially admitted that they will not be the buyer of Bulgartabac during the yesterday's sitting of the Supreme Administrative Court. Deutsche Bank has not authorized Tobacco Capital to seal the privatization deal, the bank only delegated rights to the lawyers of "Djingov, Guginski, Kioutchukov & Velitchkov" firm to establish Tobacco Capital Partners and to take part in the tender, broke the scandalous news the Partners' advocate Georgi Sabev. The question remains, though, who will be the buyer of Bulgartabac, said Todor Popov, advocate of the other candidate-buyer - Tobacco Holding. He, together with the lawyers of the other two bidding firms, Metatabac and RosBulgartabac, provided evidence that the financial status of Bulgartabac has improved considerably in recent months. "Last year the holding's profit amounted to 3.5 million levs. In the nine months of the current year it has already exceeded 20 million", said lawyer of Bulgartabac Todor Batkov. He presented a letter from the Foreign Ministry saying that the state has taken the responsibility to settle all problems concerning Russia's claims on the holding's assets. The letter came in numbered days before the final offers were submitted and it has radically changed the situation", Batkov added.
Police Seized Truck Carrying 100 Kilograms of Heroin.

Police arrested two drivers from Monte Negro after customs officials found 100 kilograms of heroin in their truck, officials said. The seizure was made near the Kalotina border crossing. The truck was about to cross the border into Yugoslavia when police made a routine check. One of the drivers tried to escape. After a shootout, the two were arrested. Customs officials found the drug in a secret compartment.

17-year-old Aseraf got tree bullets in a quarrel for a girl.
A 17-year-old Spaniard was shot with three bullets on Wednesday night in a Sofia restaurant. Aseraf Manso quarreled with two young men sitting at a neighboring table. One of them, Daniel Tz., jumped and fired three bullets in his chest. The severely wounded foreigner, whose mother works in the Spanish embassy in Sofia, was immediately taken to the 'Pirogov' emergency clinic. Doctors made an urgent life-saving operation on his stomach. The young man's life is still in danger. Yesterday in the afternoon Daniel was detained. To well informed sources, a quarrel about a girl has provoked the fight.

The title "Man of the Year" is actually the acknowledgment for the Interior Ministry performance. To me the most important human value is sincerity and my favorite book is the first reader, says Chief Secretary of Interior Boiko Borissov.
Boiko Borissov, Chief Secretary of Interior, was born in 1959. In 1982 he graduated from the Police Academy as a lieutenant-engineer, specialist in fire-fighting and fire-precaution. From 1985 to 1990 he was a teacher in the Higher Institute for Research & Development to the Interior Ministry. His Ph.D. thesis was titled "Psychological and Physical Training of Operative Personnel". The last position he held in the Police Academy was head of a chair. In 1990 he left the Interior Ministry system with the rank of a major. He set up his firm "Ipon-1" Ltd. In 1991. Currently it is the biggest security agency in Bulgaria which is a member of the IAPPA (international association of security agencies), while he himself is a personal member of it. He actively practices marshal arts from 1978 and for many years has been coaching the national carate team and was an international referee. Boiko Borissov has a daughter who is 18.
- Gen. Borissov, on Thursday the National Public Opinion Center announced the results of the poll on police work and crime combat. The main conclusion was that people are afraid that they can easily become the target of criminals. At the same time police enjoys ever growing rating. How would you explain that?
- I think that the entire staff of the Interior carries the weight of both success and failures in crime combat.
- You have become the "Man of the Year". Has it boosted your ego?
- I see this title as an acknowledgment for the Interior Ministry. To me it means that we are a manly team, that we have done our job well and people have appreciated it.
- To you personally what is the greatest human value?
- Sincerity.
- Who is most sincere with you in your everyday life?
- Children, dogs and my wife - Tsvetelina.
- It would be interesting to know what kind of women the Man of the Year likes?
- I like Tsvetelina and to me it's enough.
- Talking of values, what is your favorite book?
- The first reader, because it describes life as it is.
- How do you mean?
- For instance the fable about a lamb and a wolf. How the thirsty lamb drank water from the creak and the wolf accused him of troubling his water. The message is that a person is a maker of his own life and one reaps what one sows.
